I’m founder of EMERGING FIELD, an innovation agency that blends service design, strategy development, research and innovation with a detailed understanding of public and social issues.

I have a deep understanding of social impact having worked on open data, civil society and social exclusion policy. I’ve helped government departments to release open data and run an accelerator programme for startups to use government open data. Previously, I’ve worked for the Cabinet Office, Nesta and the Government Digital Service. I’m a trained Product Manager and have a background in qualitative research and social psychology.

Client: Open Data Institute

I was the lead consultant for the Open Data Institute on their pilot with the Greater London Authority and the Royal Borough of Greenwich exploring the feasibility of data trust for London. The full report from this pilot can be found here.



Client: Future Cities Catapult

I was the content lead for the City Data Sharing Toolkit developed by Future Cities Catapult (now Connected Places Catapult). We designed this toolkit for those in local government who are new to data sharing and are looking to understand the overall process. As well as setting out this process the toolkit includes links to further resources and guidance. The content was created on the basis of research with data sharing experts across local government and some of it was developed in a co-creation workshop I lead in September 2018. The toolkit is published under a Creative Commons license so that it can be used free of charge.



Client: Nesta

At Nesta I worked with Essex Police leading a Discovery phase to bring local public sector datasets together to build a service to identify potential businesses engaging in modern slavery. This project involved understanding the current organisational arrangements both in terms of data, but also in terms of the enforcement regime by the Police as these were intimately linked.

At the end of the Discovery phase I drafted a comprehensive report with recommendations for the Alpha phase. I also wrote a blog about the workshop approach which I developed to discover data using a customer journey mapping approach.



Client: Open Data Institute

I was the lead author for the Open Data Institute’s report on ‘Using Open Data for Public Services’. In this report we identify three high-level patterns of how open data is used to deliver public services. This was the first report to look in detail at the ways in which open data can support the delivery of public services using a systems approach. Due to the complex nature of the research we used a ‘rich picture’ methodology to help interviewees visualise the organisational and data relationships we were interested in. These were then developed into infographics in the final document and some of my initial sketches are also included. This research formed part of a wider project in the ODI’s research programme, which included funding a small number of local authorities to transform their services to use open data.
